augmented staff under the Secretary for Chinese Affairs and was generally effective in the delicate task of restricting

comments on the Manchurian situation to such criticism as

could not lead to local disturbances.

10. There was no necessity to inflict the penalty of

flogging with which the Magistrates were empowered, under section 12A of the Peace Preservation Ordinance, 1886, by

Proclamation No.3 of the 27th of September.

I have indicated in the enclosure to my previous

despatch, my deep regret for the unfortunate disturbance of the Colony's customary peace and my horror at the disgraceful murder at the hands of an infuriated mob of a

Japanese family. I would wish to associate myself with

Mr. Wolfe's tribute to the courage and restraint shown by

the military and civilian forces upon whom devolved the duty

of facing situations of extreme difficulty and danger.

I have only to add that I am in general agreement

with the views expressed by the Inspector General of Police in paragraph 13 of his report and further that steps will be

taken to deal with his recommendation contained in

paragraph 15 of the report.
